Green Valley Government Structure
The first thing I have to say about the government of Green Valley Arizona is that there really isn't any local government, persay. Green Valley AZ is an unincorporated area. The term unincorporated, as it pertains to Arizona law, means 'a region of land that is not a part of any municipality'. To 'incorporate', in this context, means to form a municipal corporation, i.e., a city or town with its own government. Thus, an unincorporated community is usually not subject to or taxed by a city government. Such regions are generally administered by default as a part of larger territorial divisions such as: township, borough, county, state, province, canton, parish, or country. There are quite a few unincorporated areas in Arizona.
Most of the services that you are used to a 'town' providing (ie. police, court) are provided and administered to us by Pima County. So, you might ask, 'how do we make sure that the county keeps our best interest in mind'. As I mentioned before, Green Valley Arizona is a cluster of homeowner associations. All of the building in GV was done this way.
Many years ago, the residents of Green Valley chose to have a quasi government with utilizing these homeowner's associations. In 1973 it was decided that Green Valley would have a volunteer community coordinating council, with volunteer represetatives from each HOA along with institutional members, as a local 'volunteer government'. The council administers committees whose responsibilities include:
- HOA Architectural Review
- HOA By-Law Comminications & Town Hall
- HOA Deed Restrictions.
- Environmental Government Liaison
- Health & Human Services
- Planning & Zoning
- Public Utilities
- Traffic
- Arroyos
They accomplish this by conducting regular open meetings of the GVCCC membership. Certain meetings include time reserved for any citizen of Green Valley to comment on things that are being discussed in that meeting.
